Dr. Wei F. Lee is currently the Director of Arup and General Manager of the Arup Taipei office. He was the Executive Partner of Gloria Horizons Capital Investment, and Vice General Manager of Ground Master Construction Company and MICE Engineering Consultants Company, one of the most prominent geotechnical engineering turnkey joint ventures in Taiwan. Dr. Lee also serves as advisor to several private think tanks, investment funds, and corporates. He has been Associate Editor of the Journal of Performance of Constructed Facilities (ASCE) since 2006, and a member of the Editorial Advisory Panel of the Proceedings of Forensic Engineering, Institution of Civil Engineers (ICE), since 2010 — serving as Chair and Honorary Editor during 2016–2019. He is one of the world-leading researchers and engineers in forensic engineering, with over 230 journal articles and conference papers and more than 200 technical reports to his name.
Dr. Lee is an expert in infrastructure PPP projects, Smart City, geotechnical engineering, and multi-hazards mitigation. He was Counselor and Task Force Executive of the Taoyuan Aerotropolis Project of Taoyuan County Government in Taiwan, overseeing over USD 20 billion in infrastructure including the Taoyuan Metro System, smart city, and airport city. Before Taoyuan, Dr. Lee was a research professor at National Taiwan University of Science and Technology (NTUST). He is one of the pioneer researchers in Taiwan in geotechnical earthquake engineering, forensic geotechnical engineering, infrastructure maintenance engineering, and PPP projects. Across his career, Dr. Lee has been principal investigator or project manager of over 220 research and engineering projects spanning soil liquefaction, subway and underground construction, seismic design and mitigation, transportation infrastructure management, performance monitoring for bridges against aging and multi-hazards, and major BOT projects in tourism, infrastructure, and urban planning.
