The headline number is the defense top-line, and it grew. The line that did not grow is personnel — which means the increase is going into hardware and contracts, not into the force itself. That is the story the headline did not tell.
The missing line items are equally instructive: no meaningful expansion of reservist training budgets, no real growth in indigenous munitions production, and no new capital line for survivable C2. Each absence is a deliberate choice, and each tells you something about the political constraints behind the budget.
