On the political economy of export controls.

Quoted in an FT long-read on the chip rivalry and the constituencies that the export-control regime has produced.

Mr. Chou was quoted in the Financial Times' long-read on the second-order political economy of the chip rivalry โ€” specifically, the constituencies that the export-control regime has created on both sides of the Pacific, and how those constituencies will shape the next round of policy.

His point, made at length in the piece: the regime is now self-sustaining on the U.S. side regardless of administration, because it has produced industrial winners who will defend it. The same is becoming true on the Chinese side for indigenous tooling. The two political economies are converging in structure even as they diverge in capability.
